Definitely. I reinstall my OS every year, keeps the computer running smooth as butter. My ex once complained to me that her computer was running slow so I look at it and there's dozens of tasks running on startup that would use every bit of ram in the computer.
The reason buying a new computer works is because it removes all the shit people have running on it 24/7
Ahh but the real art is having the same OS for years, still running day-1-smooth.
For windows, tools such as "msconfig", "regedit" and "services", with a little help from CCleaner and a healthy dose of sanity and common sense will go very far.
Lack of any soul crushing ***ual fetishes can also be a huge benefit for your 'puter, too When somebody needs computer service every two months, maybe steer clear of those people
