What is causing this 589nm type phenomenon, and how was it done?

Nope, this is not my own pic, but it's from a reputable source. Only 1 type of manipulation was used.

Looks like it might be 2 combined images.
The yellow was done by (I'm guessing) light
painting with a small yellow LED flashlight.

No, only 1 image, just the photo itself.
There are no additions to the photo, such as photoshop, multiple images etc.,everything in it is natural (even the yellow).

This photo was taken right here in Grand Ledge Michigan.

Clue #1 - The only thing done to this pic is the time it took to make it.

its fall and the leaves are falling so the shutter speed is slowed down to make these yellow streaks
