Maybe the measurement is made at a .01 mah discharge rate.... mah are mah as photons are photons....

Heat matters when doing a reading. A 3.3W will give kff a decent amoint of heat and since its an ophir sensor it will pick up that change in temp more than a TEC. Do another reading from 5in away and you shoukd get a different more accurate reading.

Again, from where do gou get these 4000mAh 18650 cells

Those would be the ultrafire 4000mAh
