DVD player diode is about 5mw, so no.
You could use a CD Writer diode to make an IR burner, they're about 100mw.
IMPORTANT: IR (infrared) energy is invisible and WILL BLIND you, I strongly suggest you not mess with it.

I used a blu ray reader diode and it does burn! It's about 50ma at 7v and barely burns black tape.
