Don't you have friends or neighbours with a drill-press ? You only need a 12mm drill bit to make the hole.
 
I'd personally find a machine shop close to you and ask them first.. It's possible that that might be cheaper than shipping from Europe to the US, then back again. I can't see it costing a huge amount just to have them bore a hole.
 
Any machine shop worth $0.02 will have a letter/number drill bit set.

A 29/64 or 15/32 drill should do just fine.
 
The university machinist says its impossible to get it to stay in position and drill it. Also, a 12 mm whole will be TOO big, considering that just the drill is 12 mm. The whole would be bigger imo. I prefer this to be done by an experienced machinist who has dealt with lasers.

It shouldn't be impossible to hold it, I might have to make a quick set of aluminum softjaws to keep from bending the fins too much, but I doubt I'll have to do that.

I don't see a spot for a set screw though, I might just have to make it press fit. Do you have a way to press a module in there after you get it?

I'm not sure i'd trust that machinist. He probably just didn't want to do it for some reason and made up something. When I did mine I just used a hunk of wood with a hole cut in it and clamped to the press bed with C clamps to hold the heatsink in place....
 
It's only hard to hold in place by those who don't want to go to the trouble of doing it right. Like I think I said in an earlier post.. when I did mine I just used a 2x4 with a hole in the middle bolted to the drill press as a clamp. it held fine and didn't bend any fins.
 
The usual metal clamp for the press drill works just fine. The fins won't get bend in the clamp while drilling the hole. The drill speed is very slow and it takes time to drill thru it.
I have seen the machinist doing the hole.
 
Uh? Usually the softer the metal, the faster you want your tool speed to be. For instance. Copper on a lathe is near unworkable at slow speeds. It just smears. It's the same with using a drill bit.
