Let me know if you get a letter from health Canada, if they send you any form and you do nothing, after 40 or 70 days you will just loose it. There won't be any fine or penalty unless something has recently changed.
We have the same problem here in the U.S. The FDA has an import alert list just for lasers:
"Detention Without Physical Examination Of Laser Pointers, Laser Gunsights, Laser Levels, Laser Light Shows, Laser Pointer Key Chains, & Similar Products That Fail To Comply With Applicable Performance Standards And Reporting Requirements."
It is a long list of companies and addresses they ship from that grows monthly. Health Canada probably maintains a similar list. Damn bureaucrats. You probably ordered from the wrong seller at the wrong time.
Don't worry, lasers are a restricted item not an illegal item, you're not a criminal.
