I'm not sure if it is or not, I actually ordered an IR filter today so I can check out some of these green lasers I have, to include the type you bought. I know if that front end cap lens assembly is removed your laser will have a much larger dot, and will be out of focus. Sometimes the inexpensive protected lithium cells' protection circuit can be a limiting factor - Fiddy removed the little PCB from one of those "4000“ mah 18650s already and it made a big difference in a 445 nm build he did. While he lost the protection, the battery was able to provide a higher maximum current draw to the driver. I suspect the quality control is less than desirable with the cheap batteries and you could have gotten a poor quality one. The only way to know for sure is try a name brand battery or maybe that trick Fiddy did. I might also have a 2600 mah 18650 trust fire I could send you to see there's any difference. If I had to guess I would think the lenses that are up front on these are either these, or much like these...

Do you know if the "lens" in the very front is an IR filter, or just part of the water-proofing?
If it isn't an IR filter, then taking it out might help me as well.
I tested again tonight and got 296mW but then it started to drop off.
