The FAA actually has little to no regulatory writings on lasers, just some Advisory Circulars.

The FDA is the parent organization of the CDRH. the FDA governs what are considered "dosages", of drugs, or -- radiation. Lasers are considered radiation emitters, and therefore their emissions fall under the CDRH/FDA. The FDA also regulates emissions from MRI machines, CT scanners, X-Ray, and, yeah, lasers.

(Let's not get into the argument of ionizing vs non-ionizing radiation, but lasers ARE radiation emitters, as are RF sources; also governed similarly - what most people think of when they say 'radiation' is ionizing radiation.)

I was looking for the proper words to explain it. I am on some muscle relaxer and my brain is a little foggy.

I have to crack up at the people that have been arrested lately at SLC for having guns luggage. I try not to take anything that causes questions.
