If a laser has a lock and key it is FAA compliant isn't it? and what do lasers have to do with the FOOD and DRUG administration?
As Giorge said, the FDA governs laser regulations, not the FAA.
The FAA actually has little to no regulatory writings on lasers, just some Advisory Circulars.
The FDA is the parent organization of the CDRH. the FDA governs what are considered "dosages", of drugs, or -- radiation. Lasers are considered radiation emitters, and therefore their emissions fall under the CDRH/FDA. The FDA also regulates emissions from MRI machines, CT scanners, X-Ray, and, yeah, lasers.
(Let's not get into the argument of ionizing vs non-ionizing radiation, but lasers ARE radiation emitters, as are RF sources; also governed similarly - what most people think of when they say 'radiation' is ionizing radiation.)
I understand you're incredulous; but you're also wrong.
I understand that some people here have "banged on 18650s with hammers and nothing happened", but that doesn't make it a good idea. Again, YES YOU CAN PROBABLY GET AWAY WITH IT. That does not mean it's a good idea.
