Satellites. Same time every night means they are in a consistent orbit.
I see them quite a bit with my girlfriend when looking at the stars while camping.

Anyways, depending on the time of night they can appear brighter or dimmer. The above website shows that they usually show up pretty consistently for a period of time, and then consistently show up elsewhere the next week or so.

I would like to point out that US military aircraft are not required to run nav or beacon lights. And they routinely do not run them in exercises several times a year.
