Just stay under 1.5A and you'll be safe. At 1.5A you might still be degrading the facets, but not at a noticeable rate and you'd still get a long life out of it.
However, the real answer is, you run it at the lowest power you can for what your doing. Unless your burning things, there's no need to run it flat out if your only playing with beam effects, etc.
Those goggles should be fine. at od7, your not going to be able to see the beam at all with them on.
