The national guard has something like this mounted on a Humvee I forget the name of it but it emits a crazy loud noise and massive amounts of microwaves to stun people in a riot type setting..

This microwave technology has been shown to cause cancer. It has also been shown to cause mental issues up to and including schizophrenia. This is not something that should be used. Considering that Dazzlers are not permitted in war, I can't see how this directed energy weapon is permitted in peaceful protests.
