When it comes to guns and lasers, of course, banning them would be a stupid knee jerk reaction, but personally, I believe that exposives are banned for good reason. Sure, guns and lasers don't do anything of their own volition, but if a battery can easily explode under certain circumstances, I wouldn't want my next door neighboor to be stockpiling TNT.
If a high powered laser somehow malfunctions in your house, which is highly unlikely, You have a hole in your curtains. If a handgun somehow goes off in your house, which is highly unlikely, you have a hole in your wall or ceiling(hopefully that's all). If your nitroglycerin stockpile goes off in your house(which is highly likely since explosives aren't always the most stable of things), Your house, and possibly your neighbors' houses take damage.
