Smartphone Laser Wallpapers?

Does anyone know how to make wallpapers fitting for use on smartphones? I assume the pixel resolution of the device's screen must be taken into account but anything else? Do I just take a high resolution image and scale it down to my screen resolution of 1920x1080? And then I guess connect it to my computer and download the file?

Or does it require alternate formatting methods?

I got my new phone in today and I want to spruce it up with some laser photography goodness. I have never done any app development on android so was curious as to how to best proceed.

I think you can take any pic, and just select it, and the phone will resize it, etc...that's all I did.
