You're very much incorrect. In daylight even 2mW would be plenty visible. Indoors the dot will even be bright. The beam however won't show up.
But don't even think about looking directly into a laser, that's plain stupid.

what if instead of trying to figure out how to stuff a high power laser in those, you go the fiber optic route and use removable semi-transparent sticks to simulate what a laser would look like firing from the guns. Kind of like those light sabers where the light is still in the handle, but it shines down the "blade" that is either collapsible or removable.

Lasers would be cooler, though..... Low power + fog
