Set up or rent telnet redirect / proxy server?

I've been googling around and haven't found any links that are satisfactory. I'm interested in having a telnet proxy or redirect server available to me and am wondering who I would need to contact and/or what information I'd need in order to set one up.

Would I just contact a company like SoftLayer or similar and talk to their sales people?
