Here is more information than you wanted to know on 16340 cells and testing:

CR123A and Rechargeable substitutes

On your 18650 cell :

you should get some output on a fully charged cell.

I get about 600mw on my direct drive 445nm LD's.

I haven't put a multimeter to it but it doesn't work in any of my lasers.charges fine ill post multimeter results soon..
