One little flaw in yer math diachi:

Beam area: 78.5mm² =/= (7.85cm²)

Beam area: 78.5mm² = 0.785cm²

But this is still gonna be a rather expensive little project. 18J in a 10ms pulse gives me 18/0.01=1800 watts of power if you're just modulating a CW laser.

Woopsie! Thanks for catching that! I should know better.

After revising the math with the correct numbers, you could at least meet some of your requirements for $900. You're not going to cover the full range of beam diameters/energies/pulse durations, but with a couple of watts you could at least cover some of it.

"vascular" implies you're going to point this at people. Are you a licensed medical professional? I'd be surprised if a licensed medial professional had only $900 to spend on his equipment.
