I have a Mag light modded with a Cree LED and aspheric lens.
When I adjust the light for maximum throw the "beam" is squarish like the die of the led, but is sure does throw!

The P4's not gonna do it. 200 lumens, you could see the beam at 200 feet, but not completely light it up. An aspheric Mag mod would be great, if you're into modding. And the Torch, no way. 15 minute runtime, plus the beam is more floody.

I would recommend the Stanley HID. Rechargeable, and available from Wal-mart for about $80. That's really the only cheap spotlight, aside from the Vector On-Board (100$).
 
That Stanley does look good and I know its brighter than the P7 but it has only a 35 minute runtime and a fixed focus. The P7 has 78 hours of runtime from 4 AAA batteries, and an adjustable focus. Take a look at some other Coast LED Lenser series. The Torch is cool but a 15 minute runtime is whack.(and its expensive as F$#&!!!)

I'm not saying it's a bad choice, just maybe not bright enough for what he needs.

I just read the edit about the tunnels. Seems like you might need a bit of flood, too. In this case, a Tiablo would be a good choice, although a bit more expensive.

You could used a whit laser maybe if youre trying to look down hundereds of feet of tunnels. Would be a very difficult setup though...
