The 100 Ohm pot could be adjusted low enough to
turn ON the LD. Albeit with much difficulty to get a
precise output. But again only if the circuit was complete.

Yes, sorry about the incomplete circuit. I mentioned that it was only a rough sketch and was up late last night.

I too have thought about making a long ranged tv-b-gone that worked somewhat like this.

Remove the 1uF capacitor from the diagram above.

I see both of the re-sized and incorrect drawings....

Before pointing your accusing finger at me you should
perhaps get your facts straight.

I'm not a Mod and have no magical powers to manipulate
