Murudai from what customs told me, if you imported a laser and it arrived on or after the 1st of July, you wouldn't not be charged with anything until a permit system was put in place, and then if you qualify for a permit you are free to walk away with your new laser. If not however you would be dealt with by police.
This however is all coming from a person i have never met and it was over the phone, so credibility isn't 100%
 
You can get a few split second flashes.And maybe a 100mW with good divergence is bad enough for the pilot.It's still a retarded thing to try, but they are making a way too big fuss about it.
 
The pointers people are using to do this aren't exactly that powerful, probably 30mW at the most, which at that distance isnt particuarly bright, I've had the beam from my romisen flash into my eye from enarly 100M and the dot was just about and inch wide, and my sight was still fine after it. and if you shone it at a plane, a good bit would also reflect off the window and now go through,But it would be really distracting for a pilot even if it wasnt enough to damage their sight.
