Sometimes an overvolted camera flash will
do that when the capacitor is removed.
Usually it will self destruct, but once in
a while this will happen. It won't run
very long like that before the transistor
overheats. I doubt that is what he is
using, though. It's probably a CCFL driver
or something like that.

Yep. Doesnt matter what you use, but should be high voltage, low current.
