Nope. Even a 1W could light a cigarette.
I can even light cigarettes with 250mW 650nm

Speaking of which, I have not had a cigarette in 10 days. Chantix is pretty awesome medicine.

It is the optics that helps even a 200 mw laser.

You can light a cigarette with a 1W blue with no optics at all.
