It is not illegal to point any powered laser into the Sky. However, it is highly illegal to point ANY powered laser at an airplane.
Despite the legalities of it, pointing a high powered laser into the sky is a good way to draw unwanted attention. So while there is technically nothing wrong with doing so (assuming you aren't pointing at an aircraft) you should generally do so with caution and some restraint when possible
