are ther any actual physical stores/ shops that sell hand held lasers?

I think they had some in the Wired store, but other than that no there is not.

I'd be tempted to start up a laser shop in AU, but then again id have to sell lasers under 1mw ;D ;D ;D

Legality is an issue. Spyro and I run a shop (BlazeLasers) of which there are banner ads around the place, however it is based in Australia and run only online so that we can keep costs down by avoiding legal issues.

And there'd never be enough interest to run a physical retail store either

If you live in Canada, specifically Toronto, you can go to LaserGlow's website and give them a call so you can make an appointment to drop by their store. They don't do dropins without appointment, though.
