No, there isn't a difference between 200mw and 200mW. Both represent (milliwatts). A difference could be as follows:
200mW(milliwatt)
200MW(Megawatt)

No, most eBay glasses do nothing to protect you. Check out this thread as an example

1. 200mw is a typo. 200mW is correct.
2. 3$ goggles are better than nothing, but I would never trust cheap PPE made in China. If you can afford it buy a pair of goggles that are certified.
