Well there are laser removal devices but they are not to be operated by just anyone. I think they use a low powered red laser for aiming and a pulsed YAG that does the burning.Removal has to be done one hair at a time.
You could probably build it but it won't be that easy.And if you do build it, don't try to actually use it lol .DIY medical devices are a bad idea in general.

i will look for the article i read a while ago. But the gist of it was that cancer producing "radition" doesn't happen till the mid to low 300 nm range.

UVA 400 nm - 320 nm
UVB 320 nm - 290 nm
UVC 290 nm - 100 nm
UVB is the worst type of the radiation but they can all cause cancer in one way or another.
