So you want to make sure they are under 1 mW for safety reasons, a wise precaution.

That would be great if someone had a tool I could borrow for a day or two... (I'm in a crunch so I've been putting off purchasing a tool.)

One other thought. The more you de focus the laser the safer it will be so even if you de focus to a few mm beam over a focused beam it will be better. Also better for anyone else in the room if they accidentally loose concentration and look up at someone hitting them in the eye. So think about the smallest the beam needs to be and stay as large a dot as you can. Should be easier for the user as well to hit the target.
