Import Quality and Power Accuracy

If a Chinese handheld laser, say 250mW, meets the legal requirements for import into the U.S. with FDA registration, correct labeling and a key lock, do you think the construction quality is likely to be better than the average import at about the same price? Is a legal import's stated power level likely to be more accurate? Is compliance with import regulations worth anything to the average buyer?

Having a FDA certification doesn't mean the power level is guaranteed as stated on the label or that the Laser is constructed any better as to non-approved FDA Lasers.

A Laser that is compliant should mean you that you don't have anything to worry about when importing it in regards to Customs, but quality is still a different matter.
