I remember reading somewhere that you can blink in about 100 to 150 ms and and a laser rated at 100mw can cause permanent damage in 20 ms from a direct hit.

Course your eye itself will focus the laser light even further so you'll end up burning little itty bitty holes in the back of your retina. You'll get a bunch of little black spots.

I read somewhere that 5 seconds of red 200mw would blind you.
