Ok well I've tried it with a 1500v w/alden connects and it fires up but sounds static like. Still it's good news.

He-Ne's will do that when the cathode and anode are reversed or if the voltage and/or current, is too low/high.
It is not normal and can ruin the tube.
Please do not run it until you get the proper V@mA PSU.
I would hate to see you ruin a very rare tube.

You might be able to use a neon sign transformer but you need to find a way to burn off the extra current, then you need a ballast too because these tubes only need really high voltage to start then they only need 2-3kV to stay running.

Neon sign transformers are AC and will not work without adding a rectifier, filter, starting voltage source, and ballast resistor. IE: not worth the trouble.
