1: Yes, due to 2.25V+ Vf of the driver you would need at least 4.75V, more would be better. (2.5V+2.22V)
2: You need a test load connected to the driver, then you put your DMM between a 1ohm resistor on the test load and read your DMM. Rule here is 1mV=1mA
3: You need to adjust the driver with your test load an then connect the diode on it.

You can get test loads also at the site you posted. (circuit kits)

VERY RECOMMENDED that you get a test load also. This will allow you to set the current BEFORE you hook up your diode, thereby preventing overloading your diode & winding up with an LED. Also, RKCSTR is a great guy to do business with, fast service & good prices. rob
 
just got a message from him he has just posted the parcel of to me here in australia.
