Damn, only 1 meter from the laser?
Yeah, best bet is to go either above everybody (no crowd scanning at all), or to get one of those laser "projectors" from DX that have a module diffracted into grid array of beams - each individually is quite weak, but assuming the standard disco settings (that is, a lot of smoke in the room), it should produce nice effect.
Choice is yours. Personally I'd go with second option, because even if you as a room designer avoid crowd exposure, you can never be 100% sure that some idiot somewhere won't go through the effort just to stick his eyeball into the laser, because hey, alcohol.
Next thing you know, they're closing down your place.
