Is the Premium 4.99 mW 532mn green laser form Optotronics safe to use without goggles? What about the Premium +30 mW 532mn Optotronics green laser? This purchase will be my first.

They'll be fine, but they are kinda ugly.

Try Laserglow

They have some nice looking lasers for a decent price and the best quality out there.
They have a focusable 5mW and the 5mW Galileo (it's got 100% duty cycle, EXCELLENT divergence, it has a constant on clicky switch and it can be modded to output >30mW)

%mW is deemed eye safe by the FDA so you don't need goggles for 5mW. As long as you are very careful with 30mW you shouldn't need goggles, just don't shine it at reflective surfaces that could get in your eye.

Any laser power over 5mW can be dangerous, but like styro said you can also still be safe with a 30mw without safety goggles if you use common sense.

On the other hand, most people start with a low powered laser but eventually end up with high powered ones. Why not invest a little extra in some goggles I'd say, maybe you don't need them for a 30mW, but it's likely you'll be getting something more powerful in the near future anyway.
