this isnt a tradesman tool , though a person in a particular trade would use one.

Any clue i give will give the item away instantly, like i said, this should be gettable, just need a couple of different members to throw ideas into the pot ;)
 
I was thinking about an old style food mixer motor, but millirad already posted it ..... a motor of a vacuum cleaner ? (uhm, too small, maybe)

Is it just a part of a more complex object, or does it have a function also alone ?
 
its a stand alone device, maybe 19-40's-50's , also a very common device, both then and now.
