It stalled out of view, as you can here them trying to restart it. Coolant is burning all over the engine as you can see from all the white smoke. When the engine isn't running, you don't have hydraulic brakes. BUT I could be wrong.

the brakes will still work even if the engine is not running. the power assist uses vaccum from the engine. so unless there is a vaccum leak, the power assist will still work for a few pumps. once the vaccum runs out, the brakes will still work, it will just be very hard to push on the brake pedal.

The check valve, which is a one-way valve that only allows air to be sucked out of the vacuum booster. If the engine is turned off, or if a leak forms in a vacuum hose, the check valve makes sure that air does not enter the vacuum booster. This is important because the vacuum booster has to be able to provide enough boost for a driver to make several stops in the event that the engine stops running.
