That is kind of being done already. You can have a home built with a metal frame. Adding on to that will help. Some high security buildings are even closer to being EMF protected.

Also think about metal warehouses and other stuff like that. Ever noticed or hear others talk about cell phone signal being crappy inside but great outside?
