I'd say option #1 given the mW/mA value they both share being 1.6. Surely a value like that means it's going to be a lower current than power output. They specified 150mW, so the 130mA seems more reasonable than 260mA.

I'm sure somebody else has used the diode and can give a more experience-based answer though.
