Yup that is correct. 
The cycle is low because of the lack of heatsinking to about 30-45 seconds before it gets nice and warm, but not hot.
I just measured my dorcy with the similar setup no driver, just a cr123 right to the LCC diode and its producing 360mw of red through a aixiz glass lens, and 375mw through a high power made for BR lens. I had it running on a LOC the same way for about a year without any issues, with high usage, and with extended run times (4-5 min at a time).

		 I'm talking about his LCC hooked up straight to a CR123 putting out 360mW! Since the efficiency goes way down at these powers, it's pulling some serious current to get THAT out of it.
