Someone might sell you a new or used 80-100mW 405nm pointer for around $40.
You could also get a new 50mW 405nm from Rayfoss for about the same price.

I don't think you can even get a 445 diode for $40

Forget about 445nm with the budget you have, but look here if you're not in the USA:

But be aware we don't know just how powerful it really is, noone has measured it yet.

Your best bet would be to buy a SF-AW210 and an aixiz module with a lm317 regulator and a 9V battery that should be about 45 - 50 bucks. If you want an actual full built laser then save more and get a kit or get 4 9 dollar ebay 405nm lasers they tend to be between 30-50mw but I think you will be disappointed with how dim 50mw of 405 is.
