I doubt it means anything bad, all Countries have Customs that inspect inbound items. If it was outbound it would go straight through as they want items to be exported Globally, but that doesn't mean they will do the same for inbound. IF they open it and see it was Made in China and going back for repair, it will most likely sail through then.

They just don't want inbound goods from around the globe to flood their market like they do with goods they make
