Yes cell means the battery.
The gold plated laser your ordering screws apart in the main body. You can keep it long and use 2 18650's or unscrew the body and not use part of the host to use 2 16340's. Look at the pic's on the link and you will see.
Most lithium battery's we use are to be charged 3.7V to 4.2V. Just get good battery's like Efest and you will be fine. Make sure they are "button tops".

From the listing it looks like you can purchase it for either $50.11 or $64.16 --click on the photos under the price.
Appears that for the higher price you get the case and the laser glasses with it----for the lower price, no case or glasses.
Both photos show 16340 batteries however the "Description" says 18650 batteries also 18650 batteries are shown in the picture when you scroll down along with the extension tube needed for using them.

Is typical Chinese reseller ambiguity --they don't make any product they don't take any photos----very often they don't even have the product----they just buy it and have whomever drop ship it to you.

Who knows what batteries they supply with it ---the pictures show both 2 X16340 and 2X 18650.
Ask the seller what batteries come with it if any .
Nobody ships to USA with batteries included because it will get stopped due of shipping restrictions on Li batteries---maybe to Israel they include batteries-- who knows?

Edit: Is amazing what <$1 of 18k gold plating on a laser that a reseller sells for $50 retail on AliExpress (who knows what it costs to make even with accessories---maybe $$15-20, if that) can be turned into by lunatic Chinese resellers.

Another thing that popped in my mind:
What will be the difference between using 2 16340 and 18650?
I mean technically, will it be less power outputted or less working time?
Assuming both types of batteries are the same voltage and whatever. (As you can probably tell, I know nothing about nothing basically)

Yes, less working time with the smaller 16340's and if the battery's are really cheap it the laser might put out less as cheap cells sag under load.
As there are so many 18650 battery's available you can find them just as cheap the smaller 16340's.
Don't fall for the "claim's" of a 16340 battery having a 1500mAh rating. The best ones only do 600 to 700mAh.
Don't fall for the "claim's" of a 18650 battery having a 5000mAh rating. The good ones do around 2000mAh.
From experience burning things gets old and boring after a while. I would worry more about following the duty cycle of the laser your planning on getting. Don't let it run for more than 45 seconds straight if you wan't it to last..
45 second on, 45 seconds off
30 seconds on 30 seconds off
15 seconds on 15 seconds off etc... I like to keep it off a little longer than on..
Just get some decent battery's like Efest's, LG's and you will see like I mentioned that you will get bored from burning before needing to recharge the good cells..

I think I’ll go for the cheapest option, I don’t really need the box, and as I mentioned I’ve already ordered a pair of glasses and batteries.
Because I ordered 16340 batteries, I could just wait and see if the laser arrives with 18650 batteries, and then either way I’m covered.

Regarding the update, exactly what I’m saying. If I know those sites just rip me off, I might as well try my luck with the AliEx for that price, who knows?
And even if it is a lame laser, at least my pocket can handle it unlike if I’ll purchase from one of those sites..

Well I’ve checked and the batteries I’ve ordered are 3000mAh (claims), and actually are around 350mAh (tested).
Will those be ok or are they not strong enough? Or maybe the mAh is just how much energy can be stored and it doesn’t effect the power itself? (Theoretically)

I’m new to all of this. I’ve never seen an actual CNI laser. You guys have. I saw that the laser had CNI written on it and thought it might mean something. That’s why I asked. Before your links, I’ve never seen what their hosts looks like, and that’s why I asked you guys as people who HAVE seen CNI lasers, if it makes any sense. If you’ve ever seen a CNI laser who looks like that.

Basically, saying no and giving me the links would have given the exacts same results minus you asking me how old I am or if I’m on meds.
Yeah, my knowledge in this field is way lesser then yours, and that is why I’m here trying to get help from experienced people.

In all honesty, Encap did tell you about them not being a true CNI product 2 times on post #2 and #4
Your going to at least have to meet us 1/2 way and do a little research yourself. Just scroll the forums old posts and new ones or just come to terms that your budget is say $50 and go with the gold plated unit or a Thor. For $50 that's just about the best you will get.

Hint: If you search, stay away from exotic lasers like 488nm's and more expensive 520nm's.
Look for A140 or M140 diode builds as they are now cheap. Lots and lots of threads on just how strong they are and how strong to run the drivers for them. Perfect first diode to learn about.. I'm also willing to bet the gold plated unit your getting has a A140 or M140 or similar diode.. Member Anthony gave you a link of "DTR's" store. He gives a wealth of info with every product he sells.
The bare diodes "the little tiny thing with the 2 pins" needs to be pressed into a bigger 12mm "module" and that diode thats in the module, needs to be powered and regulated by a "driver".
Just look at DTR's sight...
