Well this newbiecan help you answer part of the problems.
First.you only need fifty percent ionization of air.not 100%.
Second use a vandegraff generator not a tesla coil.tesla is ac vdgrafff is dc.
Using a lower voltage of a 100000dc will get rid of the streamer problem.
Use farraday shielding to protect the laser.ie metal window screen.
Or use a taser with prongs and grind off the negative point.
The idea of shooting the laser between two wires is brilliant.
The voltage needs to be at least a thousand volts to perform well.
Now can someone with math skills tell me how to get fifty percent ionization.
