The link above is for a Thor M 2 laser pointer. The kit can include a laser goggles, and is described as “high powered”, “Dangerous” and “Illegal in some regions”. But it’s also said to have a output power of less than 1mw.

So are they lying by saying the power is 1mw in order to bypass the legal system? What is the real output power? I honestly do not believe that it’s less than 1mw.

Your correct.
Most are advertised as 5mw because most country's laws are limited to 5mw. Most likely they are listing it as 1mw because some country's are restricted to a lower 1mw.
It's most likely doing 1.5W..

Address is .com.au, i.e. Australia, which has the <1mW limit.
