The PSU will rise to the lower of the two set-points. You can think of it as CV with current limiting. It will supply the voltage you set unless the load current is at the current you set - at which point it lowers the voltage to keep the current from increasing. If the load current decreases to below your set value, the PSU will resume CV operation.
Current how high? How long are the leads? How much of a voltage drop across them is acceptable? I suggest you build your own - the junk from china often has a very small gauge.
