I am not sure but from my experience a 27 ma spike should be safe. To be on the safer side it is better to filter the 27ma spike off with a calculated capacitor .
You can use a multimeter to measure the current. But if you use an ammeter to measure the current , you have a multimeter handy to measure other thing around the circuit.

Blord is right a DVD red laser diode can't handle 500ma. You will fry it. I know cause I have fried one laser diode that way. Start with 300ma. Then try to tweak it slowly. If it turn bright suddenly turn it down immediately to save the Diode.
