Might be possible with an active cooled heatsink with a TEC.
It's an audacious project, but I think it is possible at a reasonably portable package.
I think Laser Project means 16A and 2-3V at the diode level so about 50W at the battery outputs, which can be accomplished with R/C li-po packs...
While the Maglite isn't the brightest flashlight, it's certainly one of the best made ones for the price. People go crazy with all sorts of mods including 1000+ lumen LED swaps and even laser builds. :)

But keep in mind they don't provide IR protection so watch out with green lasers.
Yup, most custom built lasers have focus rings that allow you to adjust the focus into a very small point. Make sure to get good safety goggles as well!

Check your DMM cells, if they're almost dead, they tend to give higher voltages than normal. I was baffled by what I was seeing too until I realize the low voltage indicator.
