US Laws regarding personal sales for class IV lasers

Sales of this type within the US are not allowed. The answer is absolutely No. I suggest you take time to do a web quiry on the subject.

    making your own acrylic/plastic lens

Golly! bite my head off will ya. A hard carving wax is suitable. A high durometer Tin cure silicone for making a mold. Carving tools. Various grades of fine grit sand paper to produce a polished surface. Perhaps even ultra fine polishing compounds. A water clear casting compound to make the...

    making your own acrylic/plastic lens

Extremely thin lines are etched onto the lens surface. If you have a big piggy bank you can purchase the equipment to do that.

    New laser very dim

Unfortunately there's nothing we can do. I'd send it back.

    Are beam expanders worth it?

I've seen that Newport article many times but the title is misleading because all it shows is lens placement. It does not at all explain how to construct what is typically considered a beam expander one would purchase

    265nm lasers for SARS-CoV-2

Here's the practical solution. It's a UVC light emitting autonomous robot. Watch the video. https://spectrum.ieee.org/automaton/robotics/medical-robots/autonomous-robots-are-helping-kill-coronavirus-in-hospitals

    Are beam expanders worth it?

You could do that combined with a beam expander. How could a singlet lens create a lower divergence more so than a beam expander? It can't, unless it's a very low power expander.

    Are beam expanders worth it?

    Yes

Laser as heat source for quartz

Probably. However, there is no practical way to control heating of this dab. You will end burning perhaps catching it on fire even instead of gently vaporizing I would think. And one more thing high power lasers present a significant vision risk. Forget the idea. P.S. What does the mineral...

Track and Field Laser Pacer - How powerful of a green laser do I need to see it clearly at a distance 150m in daylight?

More than can safely be used without precautions. Perhaps if it were projected upon a low track vertical surface bordering the track it might work. Without a lot of testing, the idea is likely not practical.

Laser throw questions, calculations, looking for some very throwy laser (10+ Km)

Not so fast. A beam expander helps alot, but there are limits as I mentioned earlier. No matter how low the divergence might be a laser beam in the far field expands in a linear way just like a flashlight beam does. There will be a limit to seeing a spot at distance. By the way, what is your...

Violent crime does. Non violent crime goes up during the day. Except weekends when all increase.

Laser throw questions, calculations, looking for some very throwy laser (10+ Km)

What you have not considered is the angular resolution of human sight. Another thing to consider is the reflectivity of a surface. Best results are white ones. Specular reflection I don't consider because it is a specular reflection. However, that will increase the distance considerably. I've...

Collimation - Down the rabbit hole

As I recall all that you need to do is use a long focal length plano-convex lens. Check Surplus Shed for lenses that fit that description.

Collimation - Down the rabbit hole

What does a negative focal lens do to light? Think it through.

YouTube channel- "Tech Ingredients" / Thermal Paste

A DIY video for making a thermal paste with better thermal conductivity than Arctic Silver paste. If you ain't DIY handy you may purchase it pre-made. In the vid he also demonstrates how to make flat a thermal heat sink.
