Seconded: you need more heat. Soldering directly to the batteries is a bit tricky. You want to minimize the amount of heat, especially when soldering to the positive terminal. Using a higher power iron or gun will allow you to make good solder joints in just a few seconds rather than slowly...

The "Laser 30x" toys are notoriously overspec most of the time. Sounds like you've got one that's in the 80-100mw range. Pretty typical for a red one.

A regular 9 volt battery won't last very long @ half an amp. Just sayin'.....

Couple problems here. Where do you plan to measure the current? The measurement must be taken at the driver output. the leads from the driver to the diode are rarely long enough for a clamp meter (inductive). If you have to disconnect one leg of the diode to connect a DMM you would be better...
