Tying it to the neutral would work also id imagine because the neutral is connected to the earth at the main switchboard via the MEN connection. So its basically the same.

Bobhaha, in regards to the 4th wire on the input plug to the power supply, id tie the Earth to the DC negative, this will stop the DC power supply from floating above earth potential. Also the way Australia is wired, the AC neutral is connected to Earth at the main switch board by the MEN...

Wow thanks for the info, what purpose does R10 serve? The large toroidal inductor on the board is L1 and the small blue capacitor to the right of it is C11 and R10 is to the right of C11. How should i measure the primary resonance?
