I would assume that they know what they are doing enough to only use <5mW pointers, however.. there is a red and a blu-ray in the video which are bound to be more powerful than that, plus two green lasers coming from the right which I would estimate to be at least 30mW. Unless this camera picks up light from all wavelengths really really well, these people are being pretty careless. You can see that the lasers are brighter just under the helicopter, suggesting there is quite a lot of smoke in the air, but still not enough to make <5mW lasers as visible as that.
At around 0:58 you can also hear someone saying something about getting hit in the eye. This is right after the blu-ray is switched on, which suggests it is not eye safe.
Rather depressing to see such behaviour from those who have flamed me, Albert and several others on PL just for mentioning hand held lasers.
